Interwiki tooltip shouldn't start with a dash on the main pages

Description

When an empty title is used as link to other languages (to link the mainpage), the new interwiki tooltip starts with a dash. You can reproduce on probably any main page.

As there is no way to get the actual title of the main page in the other language, the tooltip should just show the language, without the leading dash.

Yeah, empty page title should be if()-ed out in SkinTemplate::getLanguages.
