No way to get rid of "enhanced toolbar" when editing css/js

Description

When editing CSS or JS pages, code editor, although turned off, loads the enhanced toolbar although in preferences it is turned off as well. This combination should display the old (blue square buttons) toolbar instead.

It's not a dupe though, because this is related to CSS and JS pages which is new issue.
