An empty edit notice is now appearing on any page.

Tested on Firefox and Safari

Also confirmed on Chrome.

On pages that do have a notice displayed (e.g. those that are semi-protected) the empty page notice is noted as a second message, but one that it is impossible to view.

Firefox 24.0/Monobook/Linux observed at [[Tycho Brahe]]

Only a problem for sysops – a regression in bug 43013's fix.
