[IssueTracker] Use ContentHandler rather than a custom table

Description

IssueTracker should use ContentHandler rather than a custom table. Presumably this would make it easy to track the revision history for bugs. See, however, discussion at https://www.mediawiki.org/wiki/Talk:Requests_for_comment/Overthrow_Bugzilla#Extension , in which some downsides are noted.
