Off-by-one selser error in Obama

Description

When testing locally with https://gerrit.wikimedia.org/r/93902 and a copy of Obama, I'm still seeing two dirty diffs despite selser being used.

These both follow the same pattern:

In December 2006, President Bush signed into law the [[Democratic Republic of the Congo]] Relief, Security, and Democracy Promotion Act, marking the first federal legislation to be enacted with Obama as its primary sponsor.<ref>..</ref>

On round-trip, the 'I' in the first word is dropped (=> 'n December..')

Obama appointed two women to serve on the Supreme Court in the first two years of his Presidency. [[Sonia Sotomayor]], nominated by Obama on May 26, 2009, to replace retiring [[Associate Justice of the Supreme Court of the United States|Associate Justice]] [[David Souter]], was confirmed on August 6, 2009,<ref>..</ref>

In this case the 'O' is dropped.
