some parts are generic and might be better put in core, so Flow extension and other stuff can share and do things consistently.
some parts are generic for wikibase to format both the "old" and "enhanced" format.

once enhanced changes code in core is improved more to handle different types of content, then I think we should revisit this task

This task is very old, seems quite poorly defined, has subtasks that are already closed and a patch that has already been merged. Does anyone subscribing here feel like there is still something meaningful to do here?
Closing, as it’s not clear what is left to be done here. It’s possible that the code can still be cleaned up and improved, but if so, we should track it under a new task with more details.
