Description:

Input Methods disabled from the Language Panel or from the Keyboard menu are automatically enabled if a logged-in user changes the display language from the display settings.

Steps to Reproduce:

1. Go to the ULS Language Panel -> Disable Input Methods -> Apply Settings

or

Click on the crossed out keyboard icon from the Keyboard Menu

2. Reopen the Language panel -> Go to Input Methods -> Verify that the input methods are still disabled -> Close the panel

3. Reopen panel -> Go to display panel -> Change a language -> Apply Settings

4. Reopen panel -> Go to input settings

5. Check if ‘Input Methods’ are still disabled.

Actual Results:

Input Methods are enabled

Expected Results:

Input Methods should have remained disabled

Additional Information:

1. Reproduced on Mozilla Firefox, Google Chrome and Apple Safari
2. Does not happen if the User only changes the 'font' from the display settings and not the language.
