Description

Paragraph turned into heading format

Steps to reproduce:

1.Click the edit button on a page
2.Write down a paragraph and the text for its heading
3.Select the text to be heading of the paragraph

Observed Result:

The whole paragraph including the text turns into heading format.

The rendering is consistent with native selections. We should ignore the empty partial selection for most actions, but that is T52419.
