According to Yuvi via email, this does not affect current app in production, but is blocking ongoing development of the new app.
Change 97080 had a related patch set uploaded by MaxSem:
Always remove headings if requested
Updating summary to clarify that the key issue was presence of the heading in the text at all -- the link being there is secondary issue not yet addressed by gerrit change 97080.
