Description

Mail notifications should mention the wiki URL.
Reason: When I get such a one about something that happened on "Wikipedia", there are about 200 such wikis where it could have taken place. Mentioning the full URL, which would reveal the language version, is not a huge disturbance, but would help people who are active crosswiki.

needs further looking into, probably echo should have a default header that includes the name of the wiki.

Does not have the url anywhere in the plaintext, does not say which wiki anywhere in the content of the notification. Only says 'wikipedia' not which language.
