First issue on Special:Upload is about the string being in English, or in Russian? Confusing.

Still not clear what is requested here, as the reporter is not clear, plus previous reports have shown that there are communication problems.

Russian is defined as fallback for Chechen. From previous experience, please keep in mind that every comment creates bugmail.

Let's please close this one; the other issue is quite complex to track down, maybe it would be worth filing a bug to investigate what sort of CLDR stuff is used where, what languages are covered and how to translate more. Then we'll need to intersect the untranslated languages with those having plural problems (bug 54731) and see if they are two different issues or the same... It seems however that neither Echo maintainers nor core i18n maintainers (if such a thing exists) consider this their responsibility, so some volunteer has to make this CLDR exploration.
