It does appear that global sysops/stewards/global rollbackers etc. who are not locally autoconfirmed cannot edit semiprotected pages too.

We can change protection, however.
Lydia_WMDE said some thing regrading this issue was fixed. I have tested it and it is in fact fixed. Thanks!
