Link to Bugzilla Etiquette in footer after finalizing it

Description

After finalizing https://www.mediawiki.org/wiki/Bug_management/Bugzilla_etiquette we should link to it in the bottom line, next to "Privacy policy".

one odd thing here to add. this also fixed a broken

<li>Logged&nbsp;in&nbsp;as$nbsp; in line 43 of the footer.

but you can't see that in this patch, while it was correct this looks like something that was overlooked / live hack? it was a bit surprising but nevertheless good
