Expand action for topics should be more clear

Description

For example, click the small view (right-most size option) to hide everything. I would expect that the downward-facing arrow expands an individual topic. Commonly, down expands (then the arrow transforms to an up arrow) and up contracts again.

However, the down arrow actually seems to be a dropdown menu. Perhaps a triple line icon (or other menu indicator) can be used instead.

I think by "down arrow" you're referring to the control that pops up a flyout, this will soon change to a [...] "more actions" icon. Currently the entire gray topic titlebar area is a collapse/expand button (though there are bugs with the implementation, bug 58800) _except_ when you click on some items in the titlebar that have their own behavior: the action menu, the comment count link, the timestamp, etc.

This bug is to improve the topic titlebar's collapse/expand UX. Bug 58661 is to scrap it.
