Please,

I was wondering if the Skins could be implemented using the Smarty Template Engine.
It would be a lot easier to make and customize things that way.

I didnt find much information about the current state of it. I looked at the
project site, and bugs. Maybe not very well, but I am sending this here anyway..

Some initial work was done with Smarty before PHPTAL was adopted.

Since Smarty has the same speed and reliability problems that
lead us to abandon PHPTAL (it has to create compiled PHP files
from templates, then execute them), I don't think there would be
much benefit to trying it again though.

I'm reading this as WONTFIX. Not sure why this was marked FIXED. Changing accordingly.
