Thought about this some: I think it'd be super easy to implement in Cirrus so I vote we do it here. It'd probably be better for non-wmf users to move it into core so they wouldn't need cirrus. For us, I think doing it in Cirrus would actually be better given that Elasticsearch is an indexing machine.
