Description

Empty self-link with empty fragment ... should not link to the main page – but it does. This is because Title considers an empty fragment and no fragment to be the same thing, and an empty Title means main page.

https://gerrit.wikimedia.org/r/#/c/98119/ adds a test for the current behavior.

Wouldn't the proper fix for this to fix the problem mentioned: make an empty fragment and no fragment different things?
