Description:
I suggest including in TemplateData a field about the namespaces where the template is intended to be used. VisualEditor should use this field to suggest the template only in the right namespaces.

For example, nowadays VisualEditor suggest using template documentation templates while editing articles, but such templates should only be used in template namespace. TemplateData could make VisualEditor know that those templates shouldn't be suggested there.

@Krinkle, @Jdforrester-WMF: Any thoughts on this one? If we decided this is a good idea, we'd need to figure out which is the best format for users to express the namespaces in.
