That happens in all text-areas, at wikis that have ULS enabled by default.
eg
at https://meta.wikimedia.org/w/index.php?title=User_talk:Quiddity_%28WMF%29&action=edit§ion=new the "Subject/headline" and main-content-area both get the fade in/out/in/out/... keyboard icon.

So is this a ULS bug and not a Flow one?

That, or, whatever code they (are/were) using to get the little keyboard icon to appear.
However, now, if I enable ULS in my preferences at meta, and reload the example link from above, the keyboard icon doesn't appear at all. Perhaps they changed the code that triggered this?
But! The reverse is true at eg. https://sv.wikipedia.org/w/index.php?title=Anv%C3%A4ndardiskussion:Quiddity&action=edit (once ULS is enabled at https://sv.wikipedia.org/wiki/Special:Inst%C3%A4llningar ) where the keyboard icon DOES still appear each time I start typing, or click, in a text field.
Possibly something to do with different release numbers?
