Blue highlight when toggling open sections

Description

Blue highlight is unnecessary

Juliusz was moaning that the bug wasn't clear enough so hopefully this is even clearer now (it's hard to get this screenshot easily)

When clicking on a section heading you currently get a blue highlight and a border (blue/orange). The latter was fixed by https://gerrit.wikimedia.org/r/103750 but the former still remains.
