In ptwiki, there is a consensus that Timed Text must be enabled (See here:

). So, in

is 'wmgEnableLocalTimedText' => array(, I beg to include 'ptwiki' => true,.

This doesn't appear to be technically possible at the moment.

In any case, you should file another bug for requests other than the one reported in this bug for ease of maintenance and tracking, and perhaps another one requesting that TimedMediaHandler supports localized namespaces.

I'm CC-ing Fabrice Florin of the Foundation's Multimedia team so that he knows that TMH lacks this feature.
