Description

When $wgAllowCopyUploads and $wgCopyUploadsFromSpecialUpload are true, the filename of the source is no longer copied into the "Destination filename" when you use the "Source filename" option or the "Source URL" option. That behavior in either of these situations could be considered a bug or a feature, depending on how much one trusts one's users to select good filenames, but there should be a way to configure it. E.g., if it's a private wiki then it's probably merely a nuisance to not have it automatically copied over. The worst of it is that when you've selected the filename using Browse, it won't even let you copy the filename. (I tested this in FireFox and Chrome.)

One way would be to have separate special pages, one for each option (Source filename or Source URL), rather than have a radio button. It's probably better to find another way, though, if possible.
