BetaFeatures doesn't have a REL1_21 branch...the current version (master branch) requires 1.23, specifically https://gerrit.wikimedia.org/r/#/c/95776.

aalekh1993: This needs better information to reproduce first - clear steps which versions and branches are used on that wiki. Also see https://www.mediawiki.org/wiki/How_to_report_a_bug

Caused by using the wrong version of MediaWiki.

We should probably have a MW-version-assert in BF to avoid this, though.
