We would like to have a better interface and better control over the tagging of files uploaded at ro.wp. The discussion is linked in the URL field.

Lack of involvement is one of the least positive traits of ro.wp. I think 7 people involved with no votes against in something other than a fight is quite a lot. It would certainly translate into action if it would depend only on the community.
There are 971 active users on the Romanian Wikipedia at the moment, so I don't think that 7 users voicing their opinion is enough.
Please try to get some more involvement from others, and get back to us (in a week?). Thanks :-)
971? You must be joking (or looking at another statistic than the ones from stats.wikimedia.org) There are under 300 users with more than 5 edits in any given month.

There are 23 admins, so let's take it as a general number that would seem reasonable (or 15 if that's too much).
This seems to count all users with at least 1 edit - we would never get most of those to contribute to a discussion. Anyhow, the numbers you propose seem reasonable. I will try to raise awareness on this aubject and get back to you in a few days.

So as far as I see, except enabling the extension on ro.wikipedia, you want us to assign the 'upwizcampaigns' user right to the 'patroller' user group. Is that correct?
I see that in his original comment, Strainu wrote it'd be best if bureaucrats and administrators were able to edit campaigns, too, but administrators get the 'upwizcampaigns' right automatically through the extension, and there are no bureaucrats on ro.wikipedia who aren't administrators — so I don't think we need to change anything there (correct me if I'm wrong).
Do you want me to change the $wgUploadNavigationUrl setting too? If so, the "Trimite fișier" link visible in the sidebar will point to Special:UploadWizard instead of the current Wikipedia:Trimite fişier page — but we can leave it untouched for the time being if you wish so.
Please leave $wgUploadNavigationUrl untouched - we still need to guide the user to the appropriate upload campaign.
As to the 'upwizcampaigns' user right, we would like it to be as broadly available as possible, while making sure the users are trusted by the community, so that's why I proposed to give the right to patrollers as well. But just to make sure, in case something goes wrong, can the right be removed by bureaucrats?

The UploadWizard is now enabled on the Romanian Wikipedia and seems to work.
If there is anything you need localized that requires modifications of config files, please fill new bugs for each request.
