I would like to know how many Wikipedia users on the English Wikipedia (en) use Nostalgia as the skin of their choice.

I think this setting is encoded as "skin=" in the user options blob in the user table.

The user preferences blob is not available to Toolserver users due to it containing non-public information. You would have to have a sysadmin (like http://en.wikipedia.org/wiki/User:Midom ) collect the data (though I believe it's been on his to-do list for a while so you may not have much luck).
