I noticed this today on the English Wikipedia. I searched for "April 22, 2003", enclosed in double quotes (as documented in the Help:Searching page on that site). The search results show only two pages: https://en.wikipedia.org/wiki/Penn_State_Abington --where the phrase appears in a caption--and https://en.wikipedia.org/wiki/Eastern_Michigan_University_Department_of_Special_Education which contains the phrase in a reference.
When I search without the double quotes,
the results page informs me that "There is a page named "April 22, 2003" on Wikipedia" and shows other pages containing the phrase:
