Removing a blank == <nowiki /> == section heading leaves a <nowiki /> and produces a dirty diff

Description

Intention:
Remove an empty section heading created in a previous edit (bug 59647) by VisualEditor

Steps to Reproduce:

  1. Select the empty section heading
  2. Press the delete/backspace key

Actual Results:
The line went away. However, a nowiki tag remained, and the first item in the list of categories was added to the last paragraph on the page, instead of remaining on its own line.

Expected Results:
The section heading would go away. Zero nowiki tags would be present. Content above and below would not get smashed into a single line.
