Hi, could you please give examples for "use"?

Then yes, this is Category collation issue.

A quick glance at core shows Welsh support. Not sure if we need anything else from libicu.

'cy' => array( "Ch", "Dd", "Ff", "Ng", "Ll", "Ph", "Rh", "Th" ),

So... It should just be a case running the shell script for each of the wikis

I think you can use a special defaultsort syntax: {{DEFAULTSORT|C‌hicago}}. ‌ is https://en.wikipedia.org/wiki/Zero-width_non-joiner .

(I naturally meant {{DEFAULTSORT:C‌hicago}}, that was a typo.)
