It should probably configure $wgFlowContentFormat = 'html', which requires Parsoid, since that's how WMF wikis are set up.

For some reason Flow is currently incompatible with MW-Vagrant configuring $wgMainCacheType = 'redis' (bug 59941). Until this is fixed, the Flow role should set $wgFlowUseMemcache = false.
