empty label and description field should include language

Description

When an item has no label or description it shows the text "edit label" and "edit description". We have the issue that people enter labels and descriptions in the wrong language. (This is usually in a language other than English in the English UI.) To prevent this we should include the language in the text and make it for example "add label in English".
