Allow non-logged-in users to view group membership

Description:
For admin groups, e.g. https://gerrit.wikimedia.org/r/#/admin/groups/11,members , right now we make people log in as Gerrit users to view the membership. In my opinion, we should allow non-logged-in users to view the list of members.

If this is just a config option in our installation, I think we should change our setting. If it's an upstream issue with Gerrit, let me know and I'll file it.
