Currently a feature of Notifications is notification when his userpage is linked at a talk page. Discussions become cluttered with links to userpages where the affected user is already an author of a parent thread, where the reader already knows whom the message is directed to.

As a workaround, to not impose a change to how talk page discussions look, I would like to suggest picking up links to userpages from edit summaries.
