Make "in other language box" configurable

Description

The "in other languages" box is now shown by default for everyone on items in the repository (www.wikidata.org). We still need to give people a way to discover how to configure it. Depending on how long it will take for ULS to be able to store this information we should have a stop-gap solution or not. The stop-gap solution would be to give people a link to a help page explaining how to add a babel box.)

This is NOT about the client's "in other languages" sidebar box, which will be handled by ULS compact interlanguage links .

Language team: How long do you think it will roughly take for us to be able to save the languages a user speaks in ULS in the way it is not done in the babel box on Wikidata? We use it to show users labels and descriptions in all languages they know.

This is about the repo only, right? That is, T41190

No this is about actually providing a way to influence the in-other-languages box right in place.

Just to make sure again: Is this about the item pages in Wikibase repo, about the interlanguage links list in Wikibase clients or about both?

In the English Wikipedia the interlanguage links list's title is locally customized to "Languages", but the message in core MediaWiki is "In other languages".

Thanks for doing this. I'd like to suggest that the "Configure" link be anchored to https://www.wikidata.org/wiki/Help:Navigating_Wikidata/User_Options#Babel_extension to direct the user straight to relevant instructions.
