Description

[[Special:MyLanguage/Page#Section]] should go to [[Page#Section]] by default or [[Page/langcode#Section]] if the user has set another language. Not sure if possible.

Maybe the Translate extension should also be able to guess the translated section title from the original one. E.g. [[Special:MyLanguage/Page#Section]] → [[Page#Section]] for English, [[Page/it#Sezione]] for Italian.

There are still some issues noted in T318067 (template in heading; T318067), but since it has been closed as fixed, you may want to close this one too.
