Pencil icon feels misleading when the user does not have edit permission

I view pages anonymously using the mobile website, and the pencil icon indicates that I can edit the page. However, a page with the strange text "Help with this page" appears, giving me the option to Login or Sign up, but without really explaining the connection between "Hey, you can't edit this page because you are anonymous. Please log in for better experience."

This is a pretty glaring inconsistency when compared to the behavior in desktop skins, where it is very clear when you cannot edit a page for various reasons. At the very least, the pencil icon should be modified to indicate that the user does not actually have permission to edit. My suggestion would be to switch out the pencil icon for a circle-"i" Info icon, which brings up a page with metainfo, plus text explaining that anonymous mobile editing is not enabled, would you like to register yourself?

I think the real underlying issue here is that anonymous mobile editing has been intentionally disabled (bug 53069).
