Flow: user-links should only appear on hover over username

Description

In a topic titlebar, where the topic has been moderated (hidden, deleted, suppressed), the username of the moderator has "(talk | contribs)" links that are only visible when hovered over.
This makes it hard to click-to-expand the topic itself.

I assume this is a little easier now that the moderated topic string is smaller, but it's still kind of wonky. I think the solution is to not show the (talk|contribs) stuff unless the user hovers over the username - right now, that appears anytime you hover anywhere in the righthand side of the topic title area.

No longer a problem, as there is now no change on hover at all. Closing.
