VisualEditor isn't able to handle header and row templates

Description

The VisualEditor template editor works on infobox templates like https://en.wikipedia.org/wiki/Template:Infobox_NRHP . On templates like https://en.wikipedia.org/wiki/Template:NRHP_header and https://en.wikipedia.org/wiki/Template:NRHP_row it doesn't work (yet) probably because these templates generate tables. We have a lot of these templates in a lot of different languages, see for example https://en.wikipedia.org/wiki/Category:Monument_list_templates . It would be nice if VE could be used to edit these templates.

The template content(and fields) can be edited via Transclusion or in Edit Source.
Checked in production {{NRHP row}} , {NRHP header}}- in VE in Transclusion box the templates can be edited.

As @Etonkovidova said, it is possible (though not user-friendly) to do this. I'm tentatively closing; if anyone has specific ideas for how to make this more user friendly, feel free to open another task.
