Description

Intention:
Add special characters

Steps to Reproduce:
If any of the following that happen to rely on special characters:

A template
A parameter name in said template
Data for parameter (e.g., the name of a person or place)
A link to another page
A category
A media item (e.g., image) that you can't find otherwise
An image or a caption in a image gallery
An edit summary

then they cannot be successfully used in VisualEditor. Probably there are uses for it in the Mathematics Formulae tool as well.

Basically, if you have a cursor for typing anything, anywhere in the entire VisualEditor interface, then you need access to the special character inserter.

This isn't a bug. It isn't a task. It isn't asking for anything. It doesn't have an actionable element at all.

I could write it up as a whole series of bugs, if you'd like: Make it
possible to access VisualEditor's special character tool when adding a
template (ie., typing the name of the template). Make it possible to
access VisualEditor's special character tool when filling in parameter data
for templates. Make it possible to access VisualEditor's special character
tool when editing citations. Make it possible to access VisualEditor's
special character tool when searching for media. Make it possible to
access VisualEditor's special character tool when typing a file name or
caption in a gallery. Make it possible to access VisualEditor's special
character tool when writing an edit summary. Make it possible to access
VisualEditor's special character tool when adding a category (including a
redlink category).
