Rename the gem to mediawiki_api_ruby_client. Find out how to get it hosted at gerrit.

Jeff, Chris and I have worked on the gem. We have renamed it to mediawiki_api[1][2].

Chris has asked Chad to host the source in Gerrit.

Jeff and Chris have already investigated existing gems but did not find one that fits our needs. I will do some investigation next week.
