Three questions:

#1: Should sysops also have the 'templateeditor' user /right/, or would they need to add themselves to the 'templateeditor' user /group/ in order to edit pages protected on the 'templateeditor' level?
#2: Do you need the 'tboverride' user right for the 'templateeditor' user group (the English Wikipedia uses it);
#3: Which group should be able to add and remove other users from the 'templateeditor' user group? (sysops on the English Wikipedia)
