Removing a service group leaves sudo policies behind

Description

If a service group is removed, the associated sudo policies aren't removed automatically (at the moment for Tools: cbtemp, dbtest, ebrambot, fatestwiki, flask-stub, foobar, jimmyxu, petr-dev, qicbot, splitty, testbug, testbug3, transclusion, wd-terminator, wikidatastats, wml-analytics, xtool). I suppose this is benign, but removing them shouldn't hurt.

OSM doesn't do this anymore. If cleanup is needed, please file a separate task, and if it's still present in Horizon file a different task for that too
