Description

As discussed on zh.wikivoyage ( https://zh.wikivoyage.org/wiki/Wikivoyage:%E4%BA%92%E5%8A%A9%E5%AE%A2%E6%A0%88#m:Special:Diff.2F7252544_.28Special:Import.29_.E9.97.AE.E9.A2.98 ), the community decided to reduce the need of 'importupload' permission. A change ( https://gerrit.wikimedia.org/r/#/c/112824/ ) was submitted to add transwiki options. The commumnity decided to remove the ability of sysops to grant and revoke the "importer" right.
