unblocked IP appears to be blocked if contributions page viewed from blocked IP

currently blocked notice showing for unblocked IP when using a blocked IP.

When viewing a contribution page of a previously blocked IP when you are currently logged out and on a currently blocked IP you see the 'currently blocked' red box displaying "This IP address is currently blocked. The latest block log entry is provided below for reference:" and the most recent block entry for the IP whose contributions you are viewing.

This does not appear to be the case from a blocked IP viewing a previously blocked user's contributions.

Had a couple people test it now from proxies. To replicate:

  1. Make sure you are on an unblocked IP
  2. View the contributions of a formerly blocked IP ( https://en.wikipedia.org/wiki/Special:Contributions/166.147.123.18 as example ) [Note lack of block notice]
  3. Log into blocked proxy/IP
  4. View Contributions of a formerly blocked IP (for example https://en.wikipedia.org/wiki/Special:Contributions/166.147.123.18 ) [note block notice]

Attached is screen shot of the block notice showing on contributions page of IP that is not blocked.

Just to make sure, when using the formerly blocked IP which is showing up as falsely blocked, when you go to the edit screen do you see a block notice?

Verified this problem exists on my own install.

This isn't a major issue though, as it's mostly just cosmetic and doesn't cause any loss in editing ability. Changing prioritisation and severity accordingly.

I've seen this issue before myself on the English Wikipedia. People were actively editing while appearing to be blocked. Then when I read the actual block message, I realised the block it was referring to had expired. You could even get it to display different block messages by browsing to different pages in the contributions.

I highly doubt this is leading to people being incorrectly blocked, but I can't actually verify that.

Just to clarify the issue is that if you are on an ACTUALLY blocked IP and view the contributions of a NOT actively blocked IP (but it used to be) it is showing up as blocked.
