Add option to enable on the long tail of least popular articles only

Description

All the pilots show that the feedback on very popular articles tends to be dominated by opinionated trash over said popular topics. Moreover, it's not particularly useful because people are already editing and discussing those articles.

It would be useful to have an option to enable the tool only on the long tail of those articles which are little visited and little edited. For wikis with the hit counter enabled, the threshold would be defined by a custom formula in configuration using pageviews and edits in last N days as parameters. For wikis without hit counter (until another is implemented), I guess the configuration could be rejected if it considers pageviews.
