Make utf8 default charset for apache to serve stuff as

Description

Currently I added to my .htaccess:

AddCharset UTF-8 .html .txt .htm

I think its safe to say that in modern times, everyone uses utf-8 (especially in the multilingualness of wikimedia). I think this option should be the default option, as lots of users of tool labs probably don't know how to go about changing the default character encoding.

Apache is dead, long light lighttpd (which has UTF-8 as its default).
