Flow: Add a notice for admins, who are editing someone else's comment

Description

We need a "reminder/tooltip" for admins who have clicked "edit" on someone else's comment, that they might have intended to click "reply", and to only edit it if absolutely necessary.

Especially in these early months, whilst new people encounter Flow. Clicking the "edit" link is built into our reflexes!

Is this something that admins have specifically requested? I don't really buy that clicking "edit" is something so fundamentally hardcoded into Wikipedians that they'll get confused :-P

Not requested, no. Just my own idea.

I saw the admins editing each others posts at Meta when it was briefly accessible days ago, and also saw the same thing in the early days at Enwiki, so I thought this would be a good solution. A gentle reminder, as it were.

Feel free to close/wontfix for now. :)
