Description

When you get two (or more) new sections on the own user talk page, the shown count on the personal bar should show a count of [2] and each event should link to the diff, where the corresponding section was added.

It can be difficult to accurately track these as section names change and the page morphs. The standard case might be easy-ish but the number of edge cases seem daunting.I think the real way the way forward here is going to be Flow.
