I think both Bryan D. and Andrew G. reported some sort of Jenkins issue on IRC. Something about a backlog or queue forming?

I have no idea what happened but it is apparently back.

I saw a lot of things queued on zuul and none of them running. Marking this fixed now, will reopen if it happens again.

Ariel (ops) restarted Jenkins which fixed the issue.
