meetbot: when in #wikimedia-office, always add "this channel is logged" to topic

I love MeetBot. But when in #wikimedia-office it needs to always include

"Channel is logged and publicly posted (DO NOT REMOVE THIS NOTE)"

in the /topic when it changes the topic. Can we hack that in to our installation?

I looked into this once. We would pretty much need to rewrite the bot to be able to customize the topic management.

Maybe stashbot could take over meetbot duties :)
