We deliberately don't show a CTA if they're already editing. However, this is broken if they're editing with VE.

This blocks the signup CTA experiment (https://trello.com/c/MaqpJE5f/405-create-pre-edit-anonymous-editor-signup-invitation-guided-tour), since it creates a very bad experience for people who click 'signup and edit' (the GettingStarted CTA stays open even when VE is fully loaded).
